Another semi-final 2 participant, Greece, holds second best odds to win the Eurovision 2009 song contest with odds 7.00.  As you can see Norway is currently way ahead of the rest of the competition, despite the fact that it's yet to enter the Eurovision 2009 final. The same is true for Greece, obviously the bookmakers are quite confident that those two countries are good to go, even before the second semi-final. Out of the 15 countries already qualified for the final of this year's Eurovision, Turkey holds the best odds, but at 8.50 is far behind the current favourite.
